Riverside County, like a quilt, is a composite of differing lifestyles connected together through common strands. The County's General Plan is designed to ensure that the quilt retains its core identity by guiding future growth that respects the diversity of the region, shapes and configures development in relation to the land it occupies and ensures that its various parts relate to its whole.
It is the goal of the Planning Department to provide timely, responsive and helpful service to all members of the public and promote innovative development that effectively accommodates a balance of housing, employment, and service opportunities.

What's New
MULTIPLE OWNERS MOBILEHOME HOUSING OVERLAY ZONE
The Project is generally located within the Eastern Coachella Valley Area Plan and the Lower Coachella Valley Zoning District. Often times, these "mobilehome parks" are not parks wherein spaces are rented or held out for lease but are in fact, parks in which multiple members and generations of one family jointly own the lot and family members live in multiple mobilehome units on the lot without permits. The Transportation and Land Management Agency (TLMA) has identified approximately sixteen (16) properties in this region that do not meet basic code requirements intended to protect the public health, safety, and welfare of residents of the County. The County of Riverside is unable to issue permits for basic health and safety concerns, such as electrical, sanitation, water, fire, and access due to the unpermitted land uses that occur on the identified lots. The overlay will only affect the properties identified in the zoning overlay. The intent of the zoning overlay is to allow a specified number of existing mobilehome units to remain on the lots identified in their current zone and authorize these units as legally zoned for a temporary period of time.
This project is anticipated to go to the Board of Supervisors Supervisors on May 14, 2013. Please check the Board of Supervisor's agenda for more details.

Board of Supervisors authorizes Planning Department staff to revise the applicable sections of the General Plan to allow streamlining of "stand alone" GPAs, CZs, and LLAs in regards to MSHCP requirements.(2-26-13) Click here for more information.

COTTAGE FOOD OPERATIONS (STATE ASSEMBLY BILL 1616)
State Assembly Bill 1616 requires local Planning Departments to amend their zoning ordinance to allow Cottage Food Operations. The Cottage Food Operations ordinance amendment was adopted by the Board of Supervisors on April 2, 2013 and the amendment will become effective May 2, 2013. MCCOY SOLAR PROJECT – CUP NO. 3682
Project Summary: McCoy Solar, LLC proposes to construct, operate, maintain and decommission a photovoltaic (PV) solar power plant with a rated power output of approximately 50 Megawatt on 477 acres of private land under the County's jurisdiction as part of an overall 750 Megawatt PV solar power plant, and related infrastructure, to be known as the McCoy Solar Energy Project. The majority of the Project will be developed on public land administered by the Bureau of Land Management. The Project proposes to generate and deliver power through interconnection at the Colorado River Substation. Related case, Public Use Permit No. 911, has also been filed by the McCoy Solar, LLC for the portions of the generation-tie line that are under the County's jurisdiction.
Project Location: The site is located in East Riverside County - Desert Area Plan, more specifically, northerly of Intestate 10, southerly of McCoy Wash, easterly of McCoy Mountains, and westerly of the Blythe Airport. The project site consists of Assessor's Parcel Numbers 812-130-006, 812-130-007 and 812-130-008.
Project Status: The project is undergoing environmental review and an Environmental Impact Report(EIR) is being prepared. A link to the Draft EIR can be found here when it is available for public review. (Updated 3-12-13)

The Villages of Lakeview SP342 Update
The Villages of Lakeview Specific Plan was approved by the Board of Supervisors on February 23, 2010. The project was challenged in Court and the Court issued a judgment on July 11, 2012. In that judgment, the Court directed the Board of Supervisors to set aside the approvals, which the Board of Supervisors did on August 28, 2012. In that judgment the Court issued a number of corrections that would need to be made before it could be brought back before the Board of Supervisors for action. Since the approval was set aside, the applications for the project remain active. The applicant and the County Planning Department are working on revising the documents to address the concerns expressed by the Court.
